The number of students with special educational needs in Hong Kong has risen steadily in recent years, making individualized support for every student a pressing concern across the education sector. To strengthen mainstream schools' capacity to support SEN students, the Education Bureau has actively promoted policies including the Whole School Approach and Learning Support Grant. According to Bureau statistics, SEN enrollment in public primary and secondary schools reached 67
